The Senate is holding a secret session to discuss the Anglo-American arbitration treaty. Mr Sherman (who is to join the M-Ivinley Cabinet as Secretory of State) alluded to the Senate's amendment as essential safeguards. Mr G. Sniailey, The Times' American correspondent, referring to the attitude of the Senators, says there is no hint of a hope that the unamended treaty is likely to be ratified.
