The American correspondent of the Daily Chronicle wires that Mr Olney, Secretary of State, has informed M. de Ivotzebuc, Russian Minister at Washington, that if the Anglo-Ameri-can arbitration treaty is ratified England will ally herself with America in enforcing the Monroe doctrine.
