Wellington, This day. The City Council has adopted a bye-law prohibiting the use of barbed wire on fences alongside the streets. The pressure of shipping business is •so great at present that men cannot be obtained to keep pace with the work, and work had to be suspended on the Euterpe yesterday for want of hands.
