London, Jan. 10. The Right Hon. A. J. Balfour, First Lord of the Treasury, speaking at Manchester, said the Government did not intend next session to propose any vote in aid of the grant to voluntary schools, Unionists and Churchmen being too divided on the question. Referring to the report of the Royal Commission on Irish finance, he said the whole arguments which had been used for the reduction of Imperial taxation in Ireland were farcical, and would result in hopeless administrative confusion if given effect to. The argument that whiskey duties received go to swell the Imperial revenue supplied no reason why the Irish people should be altogether relieved from Imperial burdens.
