Nelidoff, in a secret interview, delivered the Czar's nrivate message. The Sultan has refused to give the Powers the right of control, declaring he will not become a second Khedive. He has hastened on the reforms in order to forestall the diplomats. The Official Secrets Acts is to be strictly enforced, as owing to excessive leakage in the public offices, the Powers are believed to be aware of the chief British Naval and Military secrets.
