News has been received that heavy floods have been experienced at Montserat, during which 75 people were drowned. Berlin, Dec. 4. After January the Limited Staest have decided not to admit German vessels free of tonnage duty. A maritime newspaper states that Germany will reciprocate. Rome, Dec. 4. The Somalia are said to be in great force. The Italian troops are forming camps fifteen miles inland.
