The Times states that at Great Britain's initiation Russia, Austria, and France are likelv to unite in compelling the Sultan to carry out the reforms demanded. Countless eulogies have been delivered upon Dr Benson from pulpits. Twelve thousand applications have been received in London for admission to the Rhodesian police. The New York correspondent of the London Times states 'that negotiations in connnection with the Venezuela dispnte have not advanced towards settlement during the last three months, bot expects that the interviews between Mr Olney and Mr Chamberlain have minimised and settled the district difficulty. Madrid, Oct. 19. The Spanish newspapers are protesting against the odious fiction of neutrality adopted by the United States in regard to the Cuban insurrection, and contend that America is really conniving at filibusters.
