THE CZAR ON TOUR.
THE FRENCH PEOPLE ENTHUSIASTIC. Pais is, Oat. •">. Paris is in a state of feverish excitement over the Czar and Czarina's visit. The city is thronged with visitors, and it is said that quite 40.000 people are unable to find any accommodation. Fabulous prices have been paid for windows along the route through the city, and decorations have been lavished on a brilliant scale. Arrangements have been made for a series of state functions, including balls, banquets, and illuminations on a great scale of magnificence. A review of seventy thousand troops will be held at the great military camp at Chalons. The Czar will visit the late President C'aruot's tomb. Much comment has been excited by the absence of Madame Faure, the ; president's wife.from the Imperial procession. The reason put forward, which, however, is regarded as a mere pretext, is that there is no official place for her.
