THE ARMENIAN QUESTION.
FOUNDATION LAID FOR REFORMS. London, Oct. 2. The Standard says that a foundation has now been laid for Russia and England to join in insisting upon reforms in Turkey. A great Armenian movemeull is reported in Cyprus, but the Greek residents discourage it.
