Colonel Fox's Report.

ROUGH ON OFFICERS. (By Telegraph.) {From our Special Correspondent.) Wellington, This day. According to the report of Colonel Fox, to be presented to Parliament this afternoon, hardly a Volunteer officer in the colony would pass an examination in tactics of photographing field fortifications such as is passed by lieutenants in the Imperial service. He therefore insists on the necessity for skilled instruction of officers and men. In the Wellington, Canterbury, and Nelson districts the volunteers had done all that was practically possibe in the matter of efficiency, m Otago much improvement had not taken place, while in the Auckland district, so far as .rifle and'mounted companies are concerned, is absolutely useless
