EUROPEAN AND FOREIGN. London, Sept. 24. The Bank rate of discount has been raised to 8 per cent. Mr Duncan Gillies, lace AgentGeneral of Victoria, intends to offer himself as a Federal Convention candidate. Six ships were ordered to strengthen the British squadron off Lemnos, an island belonging to Turkey. Bombay, Sept. 24. The Bubonic pbgue, somewhat resembling that which caurod havoc some time ago among the natives at Hong Kong, is prevalent here. Three hundred deaths have been recorded up to the present.
