A BRILLIANT RECEPTION. London, Sept. 23. The Prince of Wales and Duke of Connaught met the Czar and Czarina on arrival at Leifch to-day. arrived iu a drenching dowrsjjpSfr of rain. Till Channel squadron guarded the approach from Inchkeith toLeith, and the Argyle and Sutherland regiments were stationed on and near the jetty. The Prince of Wales, the Duke of Corraaught, and Lord Rosebery met the Imperial party in the steamer TantaJlion Castle. Upon passing a flotilla of men-of-war pinnaces the sailors cheered loudly. The Czar and Czarina drove through the streets of Edinburgh in an open carriage. The thoroughfares through which the route lay were guarded by soldiery. There was a reception in the Town Hall, at which addresses were presented. Bad weather prevented the visitors from seeing the town. The train which took them north, slowed down at the Forth Bridge. At Aberdeen the Russian colors were displayed entwined with the British and Scottish flags. Here the Black Watch was on guard. The Duke and Duchess of York met the Imperial guests at Ballute, and all proceeded in an open carriage to Balmoral. Bonfires were blazing on the hillsides. The Queen received the young Monarchs in the hall and gave them a most cordial greeting. The chief constable of Aberdeen was made answerable for the Czar's safety along the entire route, and was attached to the Imperial party.
