THE MATABELE RECEIVE WARNING. Cape Town, Sept. 20. Cecil Rhodes has sent an ultimatum to the Matabele declaring that unless the Matoppos are evacuated in ten days operations will be resumed. ' It is understood that the chief Tabaano intends to surrender. The South African Tariff Congress has reduced the duties on the principal necessaries of life except grain and meat.
