Though the Council's Committee on banking sat for several hours yesterday and again this forenoon considering the question, it was unable to come to a conclusion and no report will be presented to-day. Some of the Committee are of the opinion that the sub-Committee's recommendations, which you published yesterday, particularly in respect to the oats transaction, is not sufficiently strong, and one member is said to have drawn up a lengthy special report under this heading in which the blame in advancing ,-£'30,000 on fictitious documents is laid at the doors of the Colonial Bank. This, like the sub-Committee's recommendation, was rejected on submission. Other features in the sub-Com-mittee's draft report have also been taken exception to.
