EUROPEAN AND FOREIGN. London, Sept-ember 6. The lock-out at Govan has been averted, and the men will resume work. The Australian mutton combination has failed, as one large holder of Sydney sheep is selling below the minimum price fixed. The report that Captain Drefus had escaped from a penal settlement in Cayenne, French Guiana, is denied. The Byron Society is organising a national protest here, and is convinced that Lord Salisbury will unanimously support effective action being taken to end the reign of terror in Turkey. The Duke of Argyle will preside. The Hon, E. Blake has declined a Judgeship, also an appointment on the Judicial Committee of the Privy Council. News has been receivnd of a severe earthquake being experienced in Iceland. St Petersburg, Sept. 6. Prince Schouvaloff is in a critical state through paralysis. Bombay, Sept. 5. The Ameer of Afghanistan proposes to introduce a large scheme of universal vaccination.
