IN HOUSE AND COUNCIL. [By Telegraph.] (From our Special Correspondent.) Wellington, This day. Major Steward's Mortgage Bill received short shrift in the Council. Following the lead of the Joint Statutes Revision Committee, that measures should not be allowed to proceed which they could not lick into shape, the Hon Mr Downie Stewart moved that it be committed that day three months, which was cai'ried by 17 to XI, and so the Bill was killed. In resuming the debate on the Criminal Code Act Amendment Bill dealing with Louis Chemis, the Hon Mr McGregor made an able legal speech against the Legislature taking over the perrogative of mercy from the Executive. The debate was further adjourned till Tuesday. The Female Law Practitioners Bill (Hon Mr Bolt's measure) was technically amended. A protest from the minority of the C'oiincil who were opposed to the Asiatic Restriction Bill, was entered in the Journals of the Council. There was a lengthy debate in the Legislative Council on the motion for the third reading of the Government Advances to Settlers Act Amendment Bill, after which the measure passed its final stages on the voices. The Shipping and Seamen's Act Amendment Bill and. the Private Benefit Societies Bill were put through their final stages. The five members whose names were not accounted for in the final division on the Loan Bill are Messrs T. Thompson, McKenzie, Graham, Mackintosh, and Buddo. The Stock Committee have almost completed taking evidence on the petition of the Canterbury Agricultural and Pastoral Association respecting railway and ocean freights on the carriage of frozen meats, and expect to pceseot a report early next week.
