EUROPEAN AND FOREIGN. London, August 27. The Hon J. Chamberlain has declined to interfere with the duty levied by the Maltese Government on frozen meat. The regulations for stamping and inspecting meat aboard vessels are likely to be altered. H.M.S. Tribune, which has been attached to the Chatham station; is being refitted prior to being commissioned for the Australian station. The Duke of Norfolk, PostmasterGeneral, forwards the mail tenders for the Australian service to the colonies for the consideration of the Colonial Governments. It is stated that the Argentine Republic will occupy the South Shetland Islands, south of Cape Horn, "in cember. There is an indication of increasing friendship between France, Russia, and Italy. General Tomielli Busati Di Vergano, Italian Ambassador in France, has been summoned to Rome, nominally in connection with a commercial treaty between Italy and Tunis, but it is surmised that his real mission has wider aims-
