THE CONDITIONS OF TRADE IMPROVED. Adelaide, August 21. In bis Budget speech, the Treasurer said he had a pleasant story to tell owing to the improved conditions in trade, and, although the harvest had been comparatively small, he said the increased price had compensated, and produced the present prosperity of the the colony. It owed a great deal to the West Australian trade, which had largely increased. No man, he said, could estimate the harvest at the present time, as even in some places the district crops could not recover. If seasonable rain fell they could, he thought, predict a yield of four or five bushels to the acre, but with welcome rain there might be two or three more. The estimate of the year's revenue had been exceeded by £05,000, and the suiplus amounted to £71,940. The Treasurer announced that Parliament would be asked to raise the income tax exemption from £125 to £l5O. Considerable increases in the expenditure on military and defences were contemplated, as last year's force was in suspension, The railways had returned 21 percent. on the cost of construction. The revenue for the current year he estimated at £2,595,000.
