EUROPEAN AND FOREIGN. London, August 19. The Government of South Wales has invited tenders for 150,000 tons steel rails, to be delivered by December. Mr Tim Healy, speaking at Dublin, declared that a reunion of the Irish party is impossible while Mr Dillon remains leader. The Dahome vans- dispersed the French expedition sent to recover the body of the explorer Forget. Seven were .killed and the leader -wounded. Mr Cecil Rhodes arrives in London in December next. The Primate of England has invited the Anglican Bishops to a conference at Lambeth next July. The programme includes a discussion on the relation of the Colonial Primates to Canterbury. Paris, August 19. The Sultan, has decorated the President's wife and daughter.
