THE PRISON REPORT.

Colonel Hume's annual report on the prisons of the colony is remarkable on one point only, and that is as to juvenile offenders, to which class the Colonel rightly directs special attention. It is distressing to learn that during the year nine infants under ten years of age were confined in the prisons of the colony, as against six the previous year ; fifty-three aged between 10 to 15, as against 47 last year ; and 300 aged from 15 to 20, as against '291 the year before, and the report adds: "This is anything but encouraging, .and shows that the weak spot in the administration of justice lies in the treatment of young persons; but it is found that this increase is not confined to this colony." The prison report supplies a strong argument for the Bill dealing with juvenile depravity now before the House. A more liberal use of the supplejack would save many parents the humiliaof seeing their offspring in gaol.
