CABLES.
THE COMMONS PROROGUE. London, August 15. Parliament has been prorogued. Sir, Charles Dilke urged an increase of the fleet in view of German hostility and a possible combination of the Powers. In replying to a question in the House of Commons Mr Balfour stated that he expected negotiations in connection with the Venezuelan difficulty would begin at an early date, and he had very little doubt but that a satisfactory result would ensue. August 10. The Paruellites protest against the Home Rule Convention to be held at Dublin next month as a factionist assemblage, and state that they will themselves convene a meeting in October. The Right Honorable Mr Curzon, Under-Secretary for Foreign affairs, stated in the House of Commons that the final Dutch reply respecting the Costa Rica Packet case will be delivered by the arbitrator on November 11. Mr Goschen, in reply to Sir Charles Dilke, said that next year if the" shipbuilding decreased, the expenditure would be increased in other directions, especially in the enrolment of additional seamen.
