GENERAL MATTERS. L«m:>>x. August 11. The second reading of the Uganda Bail way Jjpll has passed the House of Lords. The Premier said the line /would largely promote the security of British rale. Mr Chamberlain has promised that, he will not lose sight of the question of the separation of Northern Queensland. It is stated that Sir Osborne Morgan's name was placed on the Chartered Company's Committee without his consent or knowledge. He does not desire to replace Mr Labonchere. It is rumored that the Government are not yet prepared to facilitate the discussion of the Transvaal raid, and the Committee will not be appointed till next year.
