A BRIBE OFFERED TO CAPTIVES. Madrid, August 5. General Weyler, who commands the Spanish troops in Cuba, has offered filibustering captains and crews in custody their freedom and a share in the reward money if they will reveal such facts as will lead to the capture of vessels.
