THE IMPOUNDING QUESTION.
[To the Editor.] Sir,—As the Borough Council meet next week I hope the owners of stock in Hastings will again petition them to alter the borough byelaws which compel persons who are unfortunate enough to find their cattle in the pound to appear to answer a a charge in the Magistrate's Court. It is ridiculous to say that the Council cannot amend a bye-law they have themselves made. Is it because the fines go into the coffers of the Council that members are so anxious to keep up the obnoxious anomaly ? In time the police will have to keep a list of those who have IB not appeared to answer these charges —it may not be so long as the list of those who have already been before the Magistrates. I wish people would wake up to the injustice of the whole affair and demand that the bye-law be struck out. I am, &c., ScFFEREB.
