——* COMMERCIAL TREATY WITH FRANCE. London, July 24. Li Hung Chang is discussing with the French Government the basis of a commercial treaty favorable to France. He has purchased a large number of rifles in France, and is engaging cavalry instructors there. He proposes to obtain officers to teach the Chinese gunnery from Germany, and will secure naval instructors from Great Britain.
