THE MINES TO BE STARTED WHEN LABOR SECURED. OWNERS' TERMS NOT LIKELY TO BE ACCEPTED. Sydney, June 20. It is the intention of the coalowners not to start the mines till sufficient men are secured to man them all. The Board of Delegates discussed the letter from the secretary of the Coalowners* Association, declining to meet the conference and intimating that the men would be dealt with individually. The meeting resolved to take a ballot upon the owners' ultimatum; also that it would be opposed to right for workmen combined for mutual welfare to accept work individually, and take any reduction of wage?. Newcastle, June 21. Notices of reduction and the terms of employment have been posted in the various collieries. Judging by the lodge returns so far received there is a very large majority against the acceptance of the employers' terms.
