The Liberal Association.
RULES FOB ITS GUIDANCE, Tire new Liberal Association ia being formed under very tavorible auspices. The project has been warmly appreciated by a large number of people, and the interest in so excellent an institution does not seem likely to flag. The following are the rules, subject to emendation 1. The Association shall ba called The Cook County Liberal Association. 2. The object of the Association ahall be the diffusion of social and political knowledge, and promoting the adop.ion by Parliament of measures aiming ta secure justice to every member of the community, and tbe well-being of all. 3. Tbe office-bearers of the Association shall consist ot President, three VicePresidente, Secretaiy, Assistant Secretary, and Treasurer. 4. The business of the Association shall be conducted by an Executive consisting cf tbe office bearers for lhe time being, ex officio, and fifteen other members, with power to add to their number. Seven shall form a quorum. Also a general Council consisting of 25 members, with power to add to their number. Nine shall form a quorum.
5. That branches be formed as far ae practicable in all lhe centre* of population in Cook County, lhe members of which will work and co-operate with the central Association in Gieborne, the President and Secretary of such branches to ba ex officio of tbe Executive. These branches shall also have a representation in the General Council ot one delegate for every ten members. 6. An annual general meeting of tbe Association shall be held ia the month ot May for tbe purpose of appointing officebearers, Executive, and General Council, and transacting any other business which may be brought before tbe meeting. 7. Ths President, or, in bis absence, the Secretary, shall ba bound to call a special meeting ot the Association, on receiving a requisition to that effect signed by at least twelve members; seven days’ notice ehall be given of such special meetings. 8. The Executive shall have power to call a meeting of the Association or General Council at any time, and upon such notice as they think proper. 9. I’be Executive shall have power to frame bye-laws for the guidance ot the members iu conducting debates, lectures, <to., and tbe order of business generally at all meetings ot the Auociation, these bye-law* 10 ba submitted at the general meeting to; confirmation. 10. Meetings ot the Executive shall be called by circular sent to each member by the Secretary, and all meetings of the General Council, or general meetings ot tbe Association, shall be called by circular or advertisement, as the Executive may direc’. Ju the cate ot special general mealing* the inti, mation ehall state the business to be transacted at the meeting, 11. Prior to the annual general meeting tbe Treasurer’s account* shall be audited by two member* ot the Association, to be appointed by the Executive. 12. The voice ot the majority shall prevail at all meetings, the Chairman, iu case ot equality, having a casting, ae well as a deliberative vote. 18. The Association shall be supported by a contribution from each member ot ds per annum, paid quarterly. All payments made tn advance. 1 414. No alteration shall be made to these rules, except at the annual general meeting. Notice in writing ot the proposed alterations shall bo given to the Hecretary fourteen day* before the date of ouch annual meeting.
