BRITISH AND FOREION. The Dockers’ Conference has resolved that the eight hours system is unsuitable to dock labor, though where possible it should be enforced.

A Commission appointed by the Austrian Government is studying the potato disease, and will probably pay a visit to Australia to make further enquiry. The Standard states that the decision of the Bank of England not to raise the rate of discount has averted a probable financial panic. Colonel Wissman is fitting out another expedition for the interior of Africa, similar to that now on its way under Emin Pasha.

A meeting of Irish sympathisers at Indianopolis protested against the Tipperary arrests. A committee has been formed in America for the purpose of affording help to the famine stricken people in Ireland, with ex-Presidents Hayes and Cleveland as chairmen.

There is a general cessation of work in the Scotch iron trade, owing to the masters declining to accede to the request of the men for eight hours a day. The French Government has appointed a Commissioner to study and report on the best means of developing French establishments in New Hebrides.

The Tipperary Bench who are hearing the charges against the Irish M.P.’s refused to hear Mr T. Harrington, their counsel, owing to his frequent insults. Harrington then left the court. Mr Dillon denounced the Bench for depriving him of the services of counsel in the critical moment. He was cheered by the assemblage in court, but the Bench immediately had the court cleared, and adjourned the proceedings. It it stated that the Armenians on the border of the country have assumed a menacing attitude to the Turks, in consequence of a long series of outrages to which the Christian population have been subjected. It is also reported that Russian priests are secretly traversing the country, persuading the Armenians to join with Russia.

Seven hundred troops have been ordered to Chathams, to be held in readiness, to act as temporary stokers at the Gaslight and Coke Company’s works, Beckton, North Woolwich, in the event of the present employers striking against the employment of nonunion men. Tne workmen now disclaim any intention of striking. The New Zealand hemp market is easier. There is less enquiry. Medium is worth £l9 10s, but quotations are nominal.

Sir John McDonald, Premier, in the course of an address at Halifax, stated that the adoption of the new tariff by the United States was an indirect attempt on the part of the United States to become possessed of Canada, and he believed an endeavor would be made by the United States to force Canada to sell her allegiance to the British flag. Canada, he said, had nothing to gain by joining the United States, with its mass of foreign ignorance, and vice, and he felt sure that Canada if once separated from the Mother Country, would be unable to exist.
