PAPAL DELEGATES’ REPORT. HOPEFUL FOR THE FUTURE. Rome, Dec. 15. Monsignor Persico, Papal Delegate to Ireland, reported to the Pope that the Protestant authorities have no sympathy for the Catholic population, and will never convince the people that such a proceeding as the Plan of Campaign is immoral. He finds that the Pope is generally suspected of being under the influence of the English Tories, Agrarian outrages and boycotting, though highly immoral practices, are, Monsignor Persico thinks, inevitable in the present excited state of Ireland.
He concludes his report with an expression of opinion that sooner or later it will become necessary to satisfy the political aspirations of the people of Ireland.
