The result of the meeting of the Charitable Aid Board, on Wednesday last, gives promise that a better state of things will prevail in the future. The members of the Board had only to meet when they immediately set to work to demolish the difficulties which threatened them. How far they may be successful of course yet remains to be seen, but once the seriousness of the position is recognised that is the most hopeful sign that could be wished. If the Board’s understanding of the Act is a correct one—and we are convinced that it is—it will mean to this district relief from a heavy and increasing burden. The motions proposed by Mr Lucas put the matter in a very concise

form, and in the main we do not see how a better provision could be made. Still, there is the danger of the organisation becoming too cumbrous, though almost any change would be for the better. Mr Lucas proposes that application for relief should be made to the Secretary ; enquiry and report thereon

to be made to the Committee without delay, and the Committee may thereupon grant or refuse aid. This does not seem a very workable plan, and we do not know for whom the most compassion would have to be felt, the Committee or the Secretary, because if there were many cases to deal with it would lead to a deal of badgering all round. We make no alternative suggestion in this respect, because it is a matter of detail in which the members themselves ought to be the most competent to judge.
