Bishop Neville, of Dunedin, leaves for New Zealand next month. The Economist, in an article on colonial Harbor Boards, says that the Taranaki Harbor Board is defaulting, and the Dunedin Board will possibly do the same. Port au Prince, Nov 3. Hay tian ports have been blockaded owing to an outbreak of rebellion.
