A BAND ON THE HARBOR WORK.

|TO THE EDITOR.] Sib,— Does oar Engineer contribute his marvellous report as an actuary or as a servant of the Board possessing practical knowledge? Does he personally pay for the extra you publish, or have the ratepayers to ante up in order that he may show cause why he should still continue in his snug billet bringinging him in £BOO a. year? Without pretending for one moment to be a Heavenborn marine engineer, I can tell both yourself and your readers that every additional block placed in tha water at the end ot‘‘Gisborne's Folly ” tends to destroy the river. That the work commenced has been detrimental cannot be denied, and that its continuation will prove even more so must ba admitted. “ The people are the people” after all, and however easy going they may be, and have been, it will take more than the combined wisdom of the ex-Chair-man and the Board’s Engineer to lead them into wantonly and wickedly wasting money - certainly not theirs. To embezzle the sum of £40.000 would, in private business, be most reprehensible j then why, tor the mere sake of having the pleasure of spending it, should a public body be allowed to commit a crime ? I trust the verdict will be as I have headed this, “ A band on the Breakwater.” It will be a nice promenade, and that is about all it it is fitted for. I dare say Mr Brown our local bandmaster will compose, and induce his" musicians to perform “ Gisborne's Lament ” during the coming summer evenings. Possibly by voluntary" contributions a sum might ba raised sufficient to pay og, at least, a portion of the indebtedness we have incurred.—l am, etc., Tbetheul James.
