BOROUGH COUNCIL.

The Borough Council met on Tuesday night* Present: The Mayor, Crs Lewis, Lucas, Coleman, Harding, Dunlop, Joyce, and Townley. ASPHALTING FOOTPATHS. The Clerk Raid the property-holders next the Loan and Mercantile Company were not disposed to bear a portion of the cost of asphalting the footpaths in front of their properties. RESIGNATION OF A COUNCILOR. A letter was received from W. Morgan, tendering his resignation ar a member of the Council, on the ground that his health would not permit him to attend to the duties. A certificate from Dr Pollen was also enclosed. Tne Mayor said he was very sorry to hear of Cr Morgan’s resignation. He moved that the Council express their regret at the circumstances which had compelled him to resign. Cr Joyce seconded—Carried. APPLICATIONS. Mr Walter Knights applied to be allowed to build a hoarding in front of Mr Wninray’s new building, for the purpose of dressing stone, to ba used on the building. Cr Joyce proposed permission be granted. Cr Lucas seconded.—Carried. Mr Topping asked for permission to erect a verandah in front of his premises. Permission granted, subject to Mr F&ram’g approval. ROAD OVERSEER’S REPORT. Bead’s Quay; Owing to bad weather Mr McLeod has not been able to supply the store that he would have had the weather been favorable. The metalling of the road is completed. About 850 yards have been put on from the wharf to the end of Gladstone road (which is 22 chains), making about 88 yards to the chain. The total expenditure for this work comes to £l9B 5s 6d. To make a good job of this work I thought it advisable to continue metalling up to the portion already done by Mr Boland on Gladstone Road, which is a great improvement, making a total of 890 yards now delivered. I would recommend a progress payment of £2O for carting. There ir about nine chains from Lowe street to Read’s Quay to metal, which will take about 200 yards. I hope to commence metalling this road to-morrow if sufficient metal can be obtained. I went out to the end of the tramway to* see if there was any shingle available for footpaths but could see nothing that would answer the purpose, though there is some rough shingle of very good quality, suitable for road purposes. I would recommend your Council to get sufficient for Grey and Derby streets. Day labor, £l7 17s, as per vouchers. With reference to Read’s Quay, Cr Whinray asked th« Overseer, if blinding was required. The Overseer said he would not recommend any blinding to be put on. The stones would soon be ground down.

Cr Whinrav thought trestles should be put upon the side of the road to keep the traffic on the metal. Cr Lucas considered the whole of the road should be metalled, as the side of the road only wrr used at present, and it was being greatlv cut up. Cr Whin ray seconded. The Overseer estimated the cost of this at £45. Cr Lucas thought it was better to make a good job of the road while they were at it. Cr Joyce moved that trestles be erected on the side of the road, so as to compel the drays to go on the metal. Cr Lewis seconded. Cr Coleman believed it best to put metal on the whole of the road, and as it got worn repair it at once. Cr Townley thought they should blind the metal in the centre, and then it would ba need. Or Jovoe’s amendment was los*. Cr Townley then moved as an amendment that the metal on the crown of the road be blinded. He thought a few pounds would meet the cost, and it would induce traffic on the m»tal. Cr L°wis seconded. Cr Joyce was inclined to think next time the road w»« metalled it would be time to metal the sides. The crown was very low, and a high crown was necessary. Cr Townley said only £2OO was allocated for that road, and they had already spent £195 noon it, Cr Lewis said drays would use the side streets if the whole nf the road were metalled. The proposition of Cr Lucas was carried, the cost nf the work not to exceed £4O. Cr Jovce proposed that tenders be called for the work. Crs thought that it would be a waste of time. They could not get the work done cheaper than under the present arrangement. With regard to Childers Road, the Overseer said he would have to take the metal for Read's Quay. He would endeavor to get more metal for the purpose. The Overseer was instructed to procure the shi-gle from Kaiti, for Derby Streets Cr Jovee proposed that tenders be called for carting 400 yards of shingle from the tramway to Derby and Grey Streets. Cr Townley suggested that the Overseer get private tenders for the work, astheyoould not depend on getting the gravel delivered by the tramway regularly. Or Joyce objected to private tendering. It was resolved that tenders be in by noon on Saturday, the Hoad Overseer to accept the lowest.
