Concluding an aitic'e on the present disturbed state of affairs tn Samoa, a Canterbury paper remarks: Sir Robert Stout and Sir Julius Vogel attempted to hang Samoa li-ea millstone round the neck of New Zealand, and it is right that the fact should be remembered against them, for their contemplated action proved them both to be deficient in ordinary prudence and fore-sight-two qualifications without which real sta eamanship is utterly impossible.
