BOROUGH COUNCIL.
Ax ordinary meeting of the above wao held on Tuesday evening. Present: The M«yor and Crs Whintay, Harding, Ponsford, Morgan, Lucas, Lewis, Townley. overseer’s report. The following report was read I— In reference to the stone asked for at the last meeting I may state that Mr Townley brought the question forward at the last meeting of the Harbor Board, and since then I have made arrangements with the Engineer for about 800 yards of crushed metal ready to put into the carts at 3s 9d per yard. It is now for your Council to consider whether to cart it by day labour or call for tenders. I would also suggest that some of the gravel be taken off Read’s Quay near the end of Childers road and put between the Gisborne Hotel and Mr E. K. Brown’s. Some repairs will require to be done to the watering cart before it can be used; this should be attended to. The Overseer to arrange for 1009 yards of met il from the Harbor Board, instead of 800. The necessary repairs to the watering oart were agreed to. The Mayor mentioned the necessity for having preparations for street watering. On Cr Townley’s suggestion it was decided that the P.W. Committee consider and bring in a report at the next meeting as to the beat means of providing for the watering of the streets. The Road Overseer was authorised to take any temporary steps required for the allaying of the dust. The following payments were passed ;— D. Ready, 7s, G. Humphreys, £l9 7s, G . J. Winter, £3 3s, Gas Company, 18s sd. Cr Morgan directed the Overseer’s atten tion to the footpath near Bright street Cr Lucas suggested that Mr Drummond be asked to give a report as to some means of having effective channels made in the street. He thought it might be dons by th? use of concrete, or tar and sand. Two guineas he believed would be well expended in obtaining a report. The Mayor thought it was a mere mechanical matter. •
Cr Lewis thought the Overseer could give all the necessary information. Cr Lucas, then, would move that tenders ba called for the formation of channels, in asphalt, from Eright street down to the end of Gladstone road. The Overseer, in reply to a question, pointed out that it would not be wise to do anything until the footpaths had been settled, as they would shortly be required to be raised to a higher level. Cr Morgan considered the trees would spoil any such scheme. He thought it should be left until the kerbing required renewing.
Cr Ponsford agreed the poplars would just lift up the concrete. No doubt they wanted to clear the channels, but he thought their money should be spent on the roads. Cr Lucas said that clearing out the channels made them worse. Cr Townley thought the work ought to stand over owing to their limited means. He considered they required good footpaths, and that the channels could very well be left alone for the present. Cr Lewis said the water tables in front of Nicoll Reynolds & Co’s and Mr East’s downwards required pome attention. Cr Whintay said they had had levels taken, and he thought they should not go on making alterations. He believed they would have to be careful in doing anything in the way of altering the levels. The Overseer said that the kerbing in some places required raising six inches. In front of NippJl, Reynolds and Co’s for instance to put concrete in the water table would raise it to the same level as the street. ” Cr Lucas then withdrew his motion. Cr Pqnsford pointed out that if they raised the kerbing in frqnt of Mr Rarnellis shop water would rqn into the shop. In reply to Cr Morgan, the Mayor thought an owner could not claim compensation if his place had been built before the level was made. Cr Townley said if they touched the road in front of Mr Maude's place they would be liable for damages. The path in front of Mr Bowlan’s could be greatly improved, but they should be careful of doing anything in front of such places as Mr Longley's and Mr Parmil’s. The Overseer said the kerbing in front of the D.I.C. could be lowered so as to let the water run into the river. Cr Dunlop proposed as an amendment that the matter be left over until the road metalling was gone on with. Cr Townley seconded the amendment -J there Was no hurry and they should not rush into it. The amendment was carried. Cr Whinray said Mr Bioheno had told him :hat the last gale had washed up three or four jundred yards of good metal. It was carried', on the motion of Cr Whin, pay, that the Road Overseer be authorised to arrange with tilt Harbor Board for 20Q yards of shingle If he considers it superior to what he is using.
