Mr Warren, County Clerk, mafie the following proposition to the Council yesterday : —I beg to submit for your consideration the following proposal. The Government Loans to Local Bodies Act, 1887, provides that the special rates made upon the Crown and Native lands in terms of the Roads and Bridges Construction Act shall continue to be raised in respect of the debentures converted under the Local Bodies Loans Act, 1886. The present annual charge in respect of these converted debentures is £lO3 Ss 4d. ' The rates made collectable as above will produce, for the next six years, the following sums Crown lands.. .. ..£195 3 6 Native lands .. . , .. 462 17 0 And also for 5 years .. 45 4 7 £703 5 1 or over six years of our present charges, during the currency of these debentures. I therefore suggest that the Council should make Its general rate one-sixteenth of a penny less than would otherwise be required; but collect the special rates of one-eighteenth and one twohundredth of a penny over the whole County, and the one-fourth of a penny on the Crown and Native lands in Jha Arai district. These three rates would give'4s more than by collecting say a half-penny rate over ths European held lands only, and would relieve our own ratepayers of the payment of £lOO 4s 8d a year from the general fund contributed by them, for a space of six years of the 84 still io run.
