General regret is expressed in the lobbies at the death ot Dr Menzies, M.L.C., who was the oldest and one of the most respected of the “ Lords.” Dr Menzies was called to the Council in 1858, and had held his seat for upwards of 30 years, being the father of the Council. Major Baillie (1861) is . next tn seniority, and then comes Sir G. Whitmore. The Public Works Statement has been very quietly received. A big debate, however, is expected.
