The cost of raising the Loan is to be paid out of the Loan; the first year’s interest to be paid out of general revenue. The security to be given for the Loan will be a special rate of Nine-sixteenths of a penny in the Pound, to be levied over the whole district for a period of 26 years. If a general rate of Three Farthings in the Pound be levied over the whole district the foregoing Special Rate will not be required to be collected, but the Board must levy the rate as security to the Government.
