COUNTY COUNCIL.

The Council met yesterday afternoon. Present, Crs Clark, (Chairman) Twohey, Wethered, Orr, Coleman, Stubbs, Grey, Gannon, and King. COBBES>OS»aXC£

Mwsrs Nolan and Skeet wrote stating that the title of the Rose Hotel was completed. Mr D. Malone wrote asking that the penalty of £B3 inflicted owing to defay in the Kaiti contract be remitted, giving as a reason that he could not work in the bad weather and he had difficulty in getting gravel. The request was refused. Mr Hale, Returning Officer of the Turanganui Road Board, wrote stating that steps were being taken to elect members to the Board, and asking if the Council had any reason why the election should not proceed that it should be made known to the Board. A letter was also received from the Colonial Secretary asking that particulars of the gazetting of the Turanganui Boad Board should be forwarded to the Government. Mr Warren said it had been sent. Cr Stubbs took it that there was no Board in existence at present, The letters were acknowledged, and the Clerk waM instructed to write to (Mr Hale) stating that the Board had eeased to exist, and demanding all documents, etc. Te Koti wrote stating that if the Council would not give him £5 a year and keep the boat in repair he would not act as ferryman at the Waiapu river, but would act for himself and charge what he chose. The offer made formerly by the Council was £5 a year without repairing or finding a boat. The Engineer was instructed to see Te Koti and try to pome to some arrangement with him. The Poverty Bay Road Board wrote asking What assistance the Council would give towards erecting a brick culvert on the old mill road Makauri. The Engineer said that now Mr Barker's quarry was open he thought he would recommend that a stone culvert be made. Cr Gray asked if it was to be a precedent that the Engineer was to be allowed to give his services to the Boad Board. He did not see why Captain Winter should not give his services, but the Board should pay for his time. He would move to that effect.

Cr Coleman seconded. He did not think the Engineer’s services should be claimed by the Road Boards. The Chairman agreed with the motion. Cr King said the drain was a County one, and the request was made only to protect the interests of the County., Cr Stubbs took the view that the d r ain was the main outlet drain, and he thought it was advisable the Engineer should give the information rc.uired. It was agreed that Captain Winter should give the report desired, TENDERS. The following tenders were opened: Mangatu Road—D. Malone, £374 ; P. McLoughlan, £421; A. J. O’Neill, £438 15s; A. Devery, £438 5e 6d ; Jones and O'Donnel, £464. Mr Malone’s tender was accepted. ■ The following tenders were opened for maintaining roads for twelve mowehs : J. Price (3) £69 19s ; Jones and O’Donnel, (1) £6B. (2) £56 7s, (3) £69 6s ; J. Atkin (3) £47 ; A. J. O'Neill (1) £lO7, (2) £172, (5) £125, («) 3F110; I>. Malone, (1) £l3O, (2) £162; J. Mclntosh, (6) £74; G. Bell, £lBO for 2,4, 5 ; J. Walls and Young (8) £6B 10s j Kelly and Co., (2) £5O, (4) £6o, z (5) £5O; W. Burrows, (1) /120, (2) /80. The tenders of G. Bell for sections 2,4, and 5, Jones and O’Donnel for No. 1, J. Atkin for No 8, and J. Mclntosh for No. 6 were accepted, •TATIOnST. Mr T. Adams' tender for stationery was accepted. A NZCEMABY WOBX. The Engineer said there was a Cutting necessary leading from the Turanganui bridge to the Harbour works. Decided that the matter should be left until the Borough Council take soma steps in the matter. WAIMATA BOAS. Cr Coleman moved that the Waimata Road be metalled. He did so that the work might be done in fine weather. The amount allocated—£3o0 —would not be sufficient to make the road. About half would be spent in both the Whataupoko and Waimata Riding. It would affect the allocation on the Kaiti Riding, but it was better to make one piece of road good in one Biding instead of doing werk which would not be of much benefit to both.

Cr Gray seconded. Cr King said there would not be much objection if Kaiti and Whataupohe Ridings agreed to pay for it. Cr Stubbs drew attention to the state of the road on the Wninui flat, and thought the Coast settlers must be considered before money was taken from the Kaiti riding. The Engineer said if £lOO was taken from the Kaiti riding a permanent road could not be made over the Kaiti riding. Cr Gray said it was a question of making one good road or two bad ones He thought the coast ridings were fairly entitled to contribute towards making the Wainui road. Eor nearly four or five months in the year drays Could not travel on the Waimata road Cr Coleman acknowledged that the Kaiti riding had claims upon the Council, aud he would ask that they next year receive some considerable considera’ion. Cr Stubbs said he would go so far as to aerreo to allow £l5O to be taken from the Waiapu riding and given to Waimata, provided it is given back next year. Cr Coleman agreed to this. Cr Gray objected and considered it would be a gross injustice if a road was made through Kaiti which contributed a few pounds, when the Waiinata riding, which contributed large cates ad not a road to get to town Cr Stubbs then moved that the sum allocated —£300— be the only amount granted.

Cr Tuohev seconded, and considered Cr Gray did not meet Cr Stubbs in a fair spirit. Cr Kilig was of the same opinion. After some further discussion Cr Stubbs’ amendment was carried.

PAYMENTS. Accounts totalling £250 were passed for payment.
