THE FORGED DESPATCHES THE EMPEROR’S SPEECH PACIFIC. London, Nov. 28. The mother of Prince Ferdinand of SaxeCoburg and Gotha is supposed to be concerned with the forged despatches sent to the Czar with regard to Bulgarian affairs. The Journal de Nt. Petersburg considers that the speech inade by the Emperor Wi liam is of a strongly pacific character. The Moscow Gazette says that Germany is a dangerous competitor to England, and urges the latter to uorne to a thorough agreement with Russia. The Crown Prince will winter at Borne and has wired to the German Reichstag that he hopes to fully recover and shortly to resume his official duties.
