WAR CLOUDS.
RUSSIA GRADUALLY MASSING TROOPS GERMANY RE-ARMING. RE-MODELLING THE TURKISH ARMY. London, November 8. Russia is gradually massing troops on the Austrian frontier. Germany is re-arming with the new repeating rifles. Tn the scheme of Turkish military reform to be effected by Gobz Pasha the army is to be remodelled and the effective strength raised to over one million, and the cavalry will be considerably increased. Military service is to be made compulsory.
