London, November 8. The Sultan of Morocco has re'covered from his illness The Czar will visit Berlin about the middle of next month. The difficulty of the Frencbin Madagascar is not yet adjusted. The French Minister has been accused of plotting to overthrow the Queen. The Governor for Germany in New Guinea has prohibited general settlement. It is proposed to encourage the immigration of Germans with capital, who will leaso land, and a Papuan syndicate, which will have a capital of £250,000, will acquire 500,000 of laud in British New Guinea.
The Privy Council has refused Father Hugard (Bathurst Diocese) permission to appeal aeainst the conviction recorded against him for the abduction of a girl at Bourke, New South Wales. The affair was a very painful one, the effect on the girl’s father being that he drank himself to death.
Eleven bombs have been discovered in the house of an Anarchist near the prison in which the Chicago Anarchists who were condemned to death are imprisoned. Germany has been advised by the Porte to observe friendly relations with Bulgaria. The Russian Press are enraged at General Kalnokey’s speech. Gaudaur has injured his brek and will not be row for two months.
