THE FRENCH ARMY.

GENERAL BOULANGER PLACED IN COMMAND OF 18TH ARMY CORPS, HIS ADDRESS TO THE TROOPS. Fanis, Sept. 20, General Boulanger has been placed in command of the Thirteenth Army Corps, In assuming command he addressed the officers, He counselled them to mantain and strengthen the patriotic spirit that at present exists in the army. During a the troops he appealed to them to remember the man. glorious actions achieved by the French arm: in years past, and exhorted them to keep i, their minds the great victories gained by their forefathers over the German troops In closing his address he said France wa. justly proud of its army, and he hoped sooi t o prove to the world that France was stil; the same nation that at one time held th< civilized world in terror, that her troops ha< still that degree of bravery that no othe: nation could boast of; that the spirit oi patriotic ardour that he knew his troops wen fired with, combined with the high degree of efficiency they had attained, and thei; unequalled bravery would prove irresistible to the foe they would soon meet.
