BOROUGH COUNCIL.

Tax Borough Council met on Tuesday evening. Present ; Crs Townley (in the chair), Lucas, Joyce, Dunlop, Whinray, Thicker. C&ibebponuemce. . Oiltier and kielly wrote applying tor an eiteniibh.of titae for the completion of the Waikarfae Data cohtrao;, owing to the delay in the arrival of the timber from Auckland. Moved by Cr Lewis, seconded by Cr Joyce that the extension be gfan tea,—Carried. Ahnib tile wrote asking that the lease of section 77 (a), Hoebuek Boad, be transferred to her from G. Flock The request was granted, on the motion of Cr Whinray seconded by Cr Luaas. * * The Secretary of the Waimata Rbad Board Wrote covering two plans for the Taruheru Bridge footway; and offering to pay a sum not exceeding £23 as the Board’s contribution to the work

The Board recommended the adoption of the superior plan, at a cost of about £9O in aU. A long discussion took place on the question, there being some diversity of opinion as to the proportion of the cost to be borne by the Waimata

Road Board. The following motion *M eventually, carried on the motion of Cr Dunlop; seconded by Cr Joyces—“That the Waimata Boad SoMd bo informed that tins Council wOl contribute one third of the cost of the proposed alterations to the Taruheru Foot-bridge provided that the County Council and Waimata Boad Board pay the balance." TSZ STOTB tJtESttOX. The County Council wrote as follows ;—

I have the honour to report that a meeting St the Committee# o{ the Copnty and Borough Council#, held on the 16th August, Mr Perrival Barker submitted the following terms for ths right to take road metal from his land St Whataupoko, for seven years:—l. He will give without charge sufficient atone to construct five miles of the Waimata-Ormond road that is, the road through North Gisborne. 2. He will permit the Borough and

County Councils to take as much stone as they require for road-making, at 2d per cubic yard. The County,Engineer proposes to construct a tramway from the quarry in Mr Barker’s land to the cemetery at Makaraka, a distance of 3f miles, and from that point your Council could, continue the tramway or cart your metal to town. Before committing tithes Council to the acceptance of Mr Barker's offer, it is necessary to thoroughly test the nature of the stone, and for this purpose a sum of at least £6O will be required, of which sum the Committee recommend that each Council should pay one-half. In order to give the fullest satisfaction to both Councils. it is also proposed to Jay say twenty yards of the broken metal at one of the centres of traffic in Gisborne, the cost of this latter test to be borne by the Borough Council contributing two-thirds, yay £lO, and the County Council one-third, £5.. ~

Cr Townley aaid the main-question was to decide about the testing. He thought this should be done at once. Cr Joyce thought the cost of testing, £OO, was extravagant. Cr Townley said the Engineer wished to have a proper test. The County Council would have to expend a very large sum over the tramway, (Cosnsuxn os Foubth Paob.) *

and naturally enough wished to have na doubt either as to the depth and the quality of the metal. The great object was to make certain the metal was there. The other questions were questions of details and might be settled afterwards- -the testing was the main point. Cr Whinray wished to know Whether the Harbour Board would take any of the stone. Cr Townley said the chances of the Harbour Board requiring any of the stone was very remote. he question had been brought before the Board but had been adjourned. Cr Joyce also spoke as to the great advantage of obtaining a proper supply of good metal, Cr Lucas drew the attention of the Councillors to the existing Kaiti line and the stone procured there. Cr Townley said that in all probability the Harbour Board would use the Kaiti line for some three or four years to come. He thought the present chance should not be allowed to pass by. The first question to settle was the quantity and quality of the stone available. The discussion was continued by several speakers, Cr Joyce eventually moving the adoption of the report of the joint committee. Cr Lucas seconded, and it was carried. ovebseSb’s bepobt. The following report was read and adopted s— I have examined Cook street, and on socount of the water lodging there, It would not be wise to do much until fine weather —£3 might be spent in filling in the worst holes and cleaning out the drains, to make it passble for a time.—The contract for the Childers road culvert is completed, and has been passed by the Committee, who recommend a final payment of £lB.—Mr Drummond has completed laying the level pegs. The cost including labor and material is £l7 14a.—Very little has been done to the Grey street contract, owing to the delay in getting timber. The time expires on the 26th inat. —One of the planks of the Taruheru bridge has sprung through a house having been drawn over.—During the last fortnight a good many loads of brick rubble have been obtained to fill in the holes in different streets.—Cai ting for the fortnight, £9 Ils; day labor, £ll Bs.

The proposed repairs to Cook Street were not authorised for the present. Be the damage to the bridge, Cr Joyce asked if the Clerk had given any authority to the person who had taken the house over the bridge. The Clerk said he bad, subject to the approval of the Boad Overseer. Cr Lewis thought the expense of the repairs should be defrayed by those who took the house over. The Clerk asked for instructions how to act when persons asked him for permission in the future. It was moved by Cr Joyce, seconded by Cr Lewis, and carried, that any person moving a house over either of the bridges be held responsible for any damage that may be done. It was further decided to incorporate this resolution in the new bylaws. PAYMENTS. The following payments were authorised ; —F. Ford £2O 7s, S. Doleman £9 Ils, D. Beady £3 3s, E. Hughes £3 4s 9d, J. Shellard £1 15s, C. Bice £2 5s 6d, G. Humphries, £3 8s 9d, Wingate, Burns and Co. £34 10s, D. Orr £l, 0. Wilson 17s 4d, J. Drummond £2 2s. MUD IX GLADSTONE BOAS.

Cr Lucas proposed that day labour by employed, say three men and carts, to take away some of the mud off the Gladstone Bead. Crs Joyce and Whinray opposed. Cr Tucker supported the proposal, but would limit the removal to the twosidee alone for a certain width, say about ten feet. This would let the water have a chance of getting out of the ruts. The road to be

treated thus as far as Bright Street. In answer to a question the Boad Overseer said the mud taken off the sides should be put in the holes in the centre of the road.

Cr Lewis opposed the proposition. Cr Joyce had no objection to filling up the holes a little in the centre, but thought the proposal would involve a very unnecessary expenditure. He proposed as an amendment that two men be employed to fill up the holes in the erown of the road with mud from the sides. Cr Lewis seconded. The amendment was then put and carried, Cr Lucas being the only negative. Cr Tucker proposed as a further amendment that four or six men be employed and that the work be extended to Derby Street. This amendment was carried, Cr Joyce being the only dissentient.
