BRUSSELS, Nov. 13 The Foreign Minister. Mr Paul van Zeeland, said that the United Nations had proved a worse failure than the League of Nations. Western Union and the Atlantic Pact. had arisen out of the Western nations’ lack of confidence in the United Nations. Mr van Zeeland, referring to the Organisation for European Economic Co-operation, said: “I am not satisfied with the way the organisation has done its job. Instead of coordinating Europe in the economic field, all the organisation has done is to distribute dollars.”
