TEHERAN, November 8. The Persian Government has protested to Russia against a frontier violation this week by Russion patrols in the vicinity of Astara, in northwest Azerbaijan. Persia claims that a Russian patrol shot a Persian frontier guard down from his watchtower and killed him. The patrol then entered Persian territory and killed a civilian and burnt down his house. ..The Persian frontier guards later drove the Russians back across the border, wounding and. probably killing some of them. . t .. A Persian Government spokesman said that hostilities continued for over seven hours. He said the Russians advanced into the Persian territory near the same place last week.
