(Rec, 8.45) WASHINGTON, December 16. There is a “growing belief” among the high United States Government officials that “victory by bankruptcy may be the Machiavellian aim of the Kremlin.” This belief is reported by the Advisory Committee of the Hoover Commission which is examining the reorganisation of the Executive Branch of the United States Government. The Hoover Committee’s report says: “These responsible officials believe that ‘the Communist strategy, in a struggle for the world, is to force the United States into greater and yet greater expenditures of its resources on armaments and on economic aid to the friendly nations; on aid to Western Europe; on atomic energy development, and on other politicomilitary purposes.’” The report continues: “Whether or not this is a deliberate campaign by the Soviet, it is absolutely clear that the United States faces in the immediate future no period of calm and of ease, and no sudden relaxation of tension, but the continuation of a recurrent crisis. ’ ’
