He did not share the Cabinet’s confidence in a German victory. He had believed that Britain would continue to fight, and would not easily be beaten. The Tribunal found that Shigemitsu’s policy was that, bv preserving a policy of neutrality, Japan would gain those objects for which she was preparing to fight.
