IRON HEEL IN RUMANIA DRAWS PROTEST
And Warning from United States
(Rec 7.55) WASHINGTON, June 25. The United- States has delivered a note to Rumania, expressing its deep concern at the drastic deprivation of civil liberties to which the Rumanian people were being subjected and the note warned that such devlopmnts might prejudice the fulfilment of the Rumanian peacetreaty provisions.
The Note particularly referred to the arbitrary arrest, without warrant or charages, of nundreds of the Opposition Party, and also of nonparty persons, and' their indefinite detention in prison, and in concentratioin camps, undei’ conditions that are reported to be deplorable. The Note has rejected the claim made by the Rumanian Minister of the Interior last month, that these measures were necessary to preserve internal order in the face of provocativ or subversive activities
The Note charged that the Rumanian arrests seemed rather to represent a deliberate effort at the suppression or the terroristic intimidation of the democratic elements, who are opposed to the present Rumanian regime. The Note warned that such evident deprivation of the most elemental human rights and fundamental freedoms, conflicted with the peace treaty, Article Three, the provisions of which could not be denied or modified by- domestic legislation, or by judicial process
