NO CABINET YET IN ITALY TO SUCCEED GASPERI’S
ROME, May 23. Signor Orland’o announced that he has been unable to form a new Government. He said he had encountered the same difficulties as Signor Nitti, who was asked to form a Ministry after Signor de Gasperi resigned. The Associated Press correspond ent says the President will re-open conferences to-morrow with political leaders, beginning with Signor Terracini (Communist), who is President of the Constituent Assembly.
